Are tin whistles and pennywhistles the same thing?

They both seem to be the same thing, just depends on who is playing the instrument.

The term "penny whistle" was coined on the streets of Dublin in the late 1500's because of the whistles' prevalence among the beggars and vagabonds in Ireland. The word "tin-whistle" was also coined as early as 1825 simply becuase the whistle was made of tin.

If you play Irish music on it, it may be known as an Irish whistle or scottish players may call it a scottish whistle!
