I can't play in the lower octave. Even if I blow so softly it's almost inaudible, it still jumps to a high D. Any ideas?

It probably time to buy a new whistle in a different key, people usually try a C after a D.
D is the lowest note you can play on a whistle, a C whistle will let you play at a lower Octave, its lowest note is C!
