No. A flute is a flute and a whistle is a whistle. Size, method of plying, way of "blowing" into it...all different. A flute is closer to a fife than to the whislte. But the fife is NOT just a sideways whistle. And just because you can play the whistle does not mean you can play the fife. But most likely could the other way around.
